External theft is loss caused by people who do not work for the retailer. It covers casual shoplifting for personal use, organized retail crime run for resale, robbery, and customer fraud at the register such as refund fraud and gift card scams. It is the largest single source of shrink, and it comes through the front door.
Why it matters in a store
External theft is the source stores talk about most, and the one where the associate’s role is most limited. Every control an associate has over an outside thief comes down to presence and reporting: greeting the customer with eye contact, noticing a targeted sweep, describing the person, and telling the manager on duty. The store cannot search bags, block exits, or chase into the lot without trading a merchandise loss for a physical confrontation. That limit is a feature. The retailer’s first priority is the safety of associates and customers, and an outside thief who feels cornered is the most common way an ordinary theft turns into a violent incident. Corporate asset protection and law enforcement own the rest.
What the survey data shows
The National Retail Federation’s 2023 National Retail Security Survey defines external theft as thefts like shoplifting, burglary or break-in, robbery, credit card fraud and other retail crimes committed by non-employees. For fiscal year 2022, retailers attributed 36% of shrink to external theft and 29% to employee theft, so outside theft is the largest single cause but not most of the total. The newer NRF Impact of Theft & Violence 2026 report found that respondents experienced a 12.4% decrease in shoplifting incidents and an 8.1% decrease in merchandise theft incidents between 2024 and 2025. Use the shares to set proportion in a training calendar, and read your own store’s shrink report before you set a target.
How it shows up on the floor
- Sales floor: a nervous shopper concealing a single item, or a calm one filling a bag with one category.
- Register: a return of stolen goods without a receipt, or a buyer on the phone loading gift cards.
- Exit: a cart pushed out past the registers without a stop at a lane.
- Front of store: an aggressive customer who becomes a threat when confronted, which is a workplace violence case first and a theft case second.
